Avoid Property Management for LCF?

Poor collection of service charge always happen to low cost flat (LCF) and shop apartment.

Why low cost? Because they are not prepare to pay maintenance. Some of them are from squatters which many years enjoy free life. No rules, no so called service charge. They even bother about the services!!!

Why also shop apartment? Because purchaser bought for investment. Very low in percentage owner occupied themselves! It is not suitable for community living anyway while you have some business like mamak restaurant running 24 hours just below of your unit.

When these owners unable to get it rent due to low demand owner feel burden to pay service charge. Then they start refuse to pay service charge.

Why Singapore not so critical on this issue?? Is their law strict enough compare than us??

Malaysia also has that kind of law, but our implementation and enforcement of law (BCP Act for example) is not there. COB supposes to play important role but unfortunately they not. Yes! They are not ready to exercise their power even though BCP Act was here since 2007.

Singapore has limited land for them to built landed property. Only rich ‘taiko’ can afford to buy landed property. So the rest of citizen earned middle and low income have no choice but to stay in strata property. Their peoples have been educated since the beginning. The generations now are doctrine enough on the rule of strata living.

Malaysians are not well prepared to stay in Strata Properties. No matter how good effective communication done by MC or developer or good service provide by MC.

Beleive me, these kind of peoples who always delayed their payment are only start queue at Maintenance Office to pay their debt when developer or MC serve immediate pain to them.

Disconnect of water supply is the most immediate and effective manner to recover the debt.

Not to say legal action are not good but it will takes long process to recover.

Unfortunately MC can’t disconnect water supply since many of them (low cost flat or shop apartment) are getting direct supply from Water Supply Department.

So running the maintenance and management for this two type of properties are really headache.

But as Developer or MC they can’t just ran away from their responsibility unless they are not built it at all in the first place.

Can they???
